Chapter One: Introduction
1.1 Background of the Study
Local government financial autonomy is a cornerstone of efficient and effective governance, enabling local authorities to independently manage resources and address the unique needs of their constituencies. In Nigeria, financial autonomy for local governments has been a subject of debate, as state governments often exert considerable control over local resources, limiting their ability to function effectively (Abdullahi & Yusuf, 2023). In Zaria Local Government, Kaduna State, the lack of financial autonomy has significantly impacted the delivery of essential services such as infrastructure development, healthcare, and education. Financial dependency on state governments often leads to delays in fund disbursement and the misallocation of resources, which undermines governance efficiency and public trust (Ibrahim & Bello, 2024). This study evaluates the relationship between financial autonomy and governance efficiency in Zaria Local Government, exploring the implications of financial constraints on local administration and service delivery.
1.2 Statement of the Problem
Despite constitutional provisions for local government autonomy in Nigeria, practical implementation remains elusive, with state governments often controlling local resources. In Zaria Local Government, this has resulted in inefficiencies in governance, inadequate service delivery, and limited developmental progress (Kareem & Musa, 2024). The absence of financial independence hampers the ability of local governments to plan and execute projects tailored to the needs of their communities. This study examines the challenges of financial dependence and its effects on governance efficiency in Zaria Local Government, aiming to provide solutions for enhancing local governance.

The study focuses on financial autonomy and governance efficiency in Zaria Local Government, Kaduna State. It does not extend to other local governments or states in Nigeria.
